2023 estimator of the year national award - American society of professional estimators

Out of an organization of approximately 1600 cost estimators, Rick Wyly won the 2023 Estimator of the Year National Award from the American Society of Professional Estimators.

2018 best project national industry award - American society of professional estimators

Rick Wyly was awarded the National Award for Best Project at the 2019 National Convention for the American Society of Professional Estimators for the project he prepared for the Pentagon.  The cost estimate was completed for Mike Murphy of HDR Engineering.  Design firms typically receive a CPAR from the Federal Government after the completion of a Federal project.  The CPAR is a "Contractor Performance Assessment Report" and is basically a report card telling how the A/E design team performed on the project. Independent consultants are considered part of the design team and are also assessed. 

 Although it was an honor to receive the award from the ASPE, the glowing words from the Pentagon were more treasured. 

The Pentagon's Contractor's Performance Assessment Report (CPAR) said...

"COST CONTROL: The CONTRACTOR (HDR) prepared a Very GOOD Construction Budget with very thorough backup.  The 3rd Party Cost Estimator (Rick Wyly) was involved early in the process as a team member at the Charrette and demonstrated expert competency when engaged in conversations about cost projection assumptions and judgments.  

The very well-prepared detailed cost estimate was used as the basis for the 1391 preparation.  The final 1391 went through rigorous vetting and quality control instilling a high level of confidence in its use for the funding request for master planning purposes.  

REGULATORY COMPLIANCE: The CONTRACTOR'S team exhibited a VERY GOOD understanding of applicable regulations, codes, final solutions, and costs for the 1391 which reflected good financial projections of the costs to design and construct this challenging project. 

The CONTRACTOR Scheduling was VERY GOOD hitting every scheduled milestone for all design submissions in a very tight production schedule to prepare a feasibility study and 1391 during the heart of critical decision making.  This was accomplished by compressing their work effort without sacrificing technical quality so the end date did not slide to have a notional design solution with parametric pricing done for the financial officer's funding requestThe CONTRACTOR prepared a VERY GOOD Construction Budget.  The Cost Estimator was involved early in the process as a team member at the Charrette and demonstrated expert competency when engaged in conversations about cost projection assumptions and judgments.  The final 1391 went through rigorous vetted and quality control instilling a high level of confidence in its use for the funding request for master planning purposes."
